Master Planning Principles
The master plan is guided by four core planning principles:
- Walkability and Permeability: A fine-grained, legible street network replaces the monolithic industrial layout, prioritizing pedestrians and cyclists with wide pavements, frequent crossings, and active ground-floor frontages that engage the public realm.
- Density and Massing: The plan utilizes a tiered massing strategy, with high-density towers on the western edge and lower-rise podium blocks on the east. Step-backs and varied building heights preserve sunlight and views while maximizing the residential yield.
- Public Realm Connectivity: The public realm is the district’s spine, connecting the waterfront edge to the inland transport hubs via a continuous pedestrian promenade and a central public park.
- Ecological and Social Resilience: The plan incorporates blue-green infrastructure for stormwater management and biodiversity, while ensuring a diverse housing mix with 30% affordable units.
Mobility and Connectivity
Olympic Park adopts a transit-oriented development (TOD) approach that seeks to decouple daily trips from private car ownership. The master plan organizes the site into a pedestrian-priority core and a vehicular-support perimeter:
- Pedestrian and Cycle Core: The central district is largely car-free, featuring a network of shared pedestrian spaces and a dedicated cycle lane that connects the park to the wider city network.
- Multimodal Hub: A centralized underground parking and transit hub on the site’s edge absorbs the majority of private vehicle traffic, with secure bike storage and EV charging.
- Public Transit Integration: The plan optimizes proximity to existing heavy rail and bus corridors, with a high-frequency shuttle bus linking the district to the regional transit network.
Public Realm and Ecology
The public realm is designed as a productive landscape rather than a passive ornamental space. The central park functions as a social anchor, hosting events, playgrounds, and community gardens.
The ecological strategy employs blue-green infrastructure: permeable paving and rain gardens manage runoff and reduce the burden on the municipal sewer system. A biodiversity corridor runs the length of the waterfront, using native plantings and wetlands to create a habitable edge. These features also act as a natural buffer between the built environment and the water.
Housing and Mixed-Use
The housing program is diverse, ranging from studio apartments for creatives and students to three-bedroom family flats. Each building type is designed with a distinct architectural identity while adhering to the overall district character.
The commercial program is distributed evenly across the site, avoiding a mono-functional business district and instead weaving offices, retail, and a community hub into the residential fabric. Phasing and Implementation
Development is phased over six years to manage infrastructure costs and ensure a coherent build sequence:
- Phase 1: Site preparation, infrastructure, the public realm promenade, and the waterfront ecology corridor.
- Phase 2: The eastern commercial/residential podium blocks and the community hub.
- Phase 3: The western residential towers and final public realm completion.
This phased approach allows the district to become a lived-in, functional neighborhood early in the process, rather than a speculative construction site.
