The Hale Village Masterplan 2 establishes a high-density, low-carbon residential village that retains a rural character while meeting modern housing needs. The plan rejects the suburban sprawl model in favour of a compact, pedestrian-first arrangement organised around a central civic anchor and a network of green corridors. The village is designed as a coherent whole rather than a collection of isolated plots, with the village hall acting as the social and commercial heart.

Land Use and Typologies

The site is divided into distinct but permeable zones that support a mix of housing typologies and civic functions. The village hall serves as the village anchor, a multi-purpose civic hub that houses a neighbourhood shop, a café, and a community hall for events and meetings. This anchor provides the village with a commercial and social centre, reducing the need for residents to travel off-site for basic amenities.

The residential areas feature a diversity of housing types to serve a wide demographic — terraced homes for affordability, detached villas for larger families, and affordable units integrated across the site. The housing is clustered in permeable blocks that open onto the public realm, with front gardens and shared spaces enhancing the village feel. The mix of typologies ensures a balanced population and supports a vibrant, multi-generational community.

Mobility and Access

The masterplan adopts a clear split between vehicle and pedestrian networks to keep the village core car-free and safe. A perimeter road carries vehicular traffic around the edge of the village, with parking tucked away on the village fringe so cars do not dominate the central spaces. This reduces noise and pollution in the living areas and reinforces the village centre as a place for people, not vehicles.

Inside the perimeter, the village is a pedestrianised environment with a central plaza and a network of radial paths that connect every home to the village hall and the green. These paths are wide enough for wheelchairs and buggies and are paved with coherent materials that unify the whole site. The pedestrian-first layout encourages walking and cycling as the primary modes of movement within the village, making the core a tranquil and social space.

The Public Realm

The public realm is defined by a series of green corridors that weave through the village and link the village green, the village hall, and the housing blocks. These corridors provide a consistent visual and experiential thread, with native planting and coherent paving across the whole site. The central plaza is a high-quality civic space that accommodates markets, festivals, and daily social interactions, acting as the village’s living room.

The green corridors also function as ecological links, connecting the village green to the surrounding landscape and providing a sense of enclosure for the housing blocks. Planting is a key design element, with native species selected for low maintenance and biodiversity. The pedestrian paths are the village’s circulation system, clear and intuitive, with the coherent paving across the whole site providing a sense of place and ownership for residents.

Ecological Goals

The plan embeds sustainability at every level, from water management to biodiversity. A Sustainable Water Systems (SWS) approach is used across the site, with swales, rain gardens, and permeable paving managing surface water naturally and reducing the need for traditional drainage. Native planting is used throughout the village, with species chosen for their ecological value and their ability to thrive in the local climate.

The green corridors also serve as biodiversity corridors, creating a network of habitat for birds, insects, and small mammals. The village green provides a substantial ecological anchor and a community space that can be used for recreation and events. Each element of the plan — the pedestrianisation, the civic anchor, the green corridors, and the SWS — works together to create a village that is ecologically responsible and socially vibrant.
